While it would be nice to dream, Sega seems to have little trust in its brands outside of Japan. With the exception of Sonic the Hedgehog, Sega simply seems lost. Sega refused to fund the production of Bayonetta 2, leaving room for Nintendo to sneak in.
Now this is not a bad thing, due to Nintendo's help with production of Bayonetta 2 , Bayonetta will be in Super Smash Bros. for Wii U and Nintendo 3DS.
It took a while for US fans of Yakuza to see a release for Yakuza 5 and for Phantasy Star fans, it may look like an impossibility. Our opinion is that while it would be nice to see a localization of Phantasy Star Online 2, it simply will not happen with Sega in its current state.
I must say, With the rumor of a potential Sega Dreamcast 2, this would be a fantastic launch title.
