That is as far from the truth according to Wan Hazmer lead designer for Final Fantasy XV. Hazmer summarized that Nomura's vision played a very big roll in Final Fantasy XV, and Square-Enix moved him to Kingdom Hearts 3 to get the ball rolling on that project.
It makes you think when Nomura revealed both games at E3 2013 , it's almost like he knew he would get moved.
Below is the full quote from Hazmer that explains Nomura's departure.
"Whoa there , we are still following his direction on the universe, characters etc, so his vision plays a very big role in FFXV. He was never kicked out , in fact far from it."
"He has to pay full attentino to Kingdom Hearts III, another game that is in dire need for release , so the company has left the rest of the production of FFXV to my director Tabata-san."
"I was in the FFXV team from 2015 so I have worked with Nomura-san back when he was director. Ovbiously he has not announced ALL of his vision to the world yet , in fact only a small part of it was announced."
"And just like any creative vision , as much as you want to follow the vision to the tee, details get changed. For example, you impliment some nitty-gritty details only to find out that it won't work , maybe it's better to do it the other way, etc. Natrually we have limited tech and manpower. We have to release the game someday, am i right?"
A demo for Final Fantasy XV will be packed in with Final Fantasy Type-0 HD's release on March 17th,2015.
