Combat is one of the most interesting mechanics in Undertale. The ability to interact with your enemies and completely spare them was a breath of fresh air when compared to normal RPG combat. However the game simply does not do anything in a spectacular way. Undertale never aims to reinvent the RPG genre, nor did it change the way we would want to play RPG's.
Finally, one of the biggest flaws of Undertale is its difficulty. Without spoiling anything, the difficulty fluctuates based on how you play the game. One route requires much grinding while the other routes are generally painless. When the final boss appears in some routes, it's almost impossible to lose the battle. This closing manages to lose impact of the main villain and, as a result, turns the game into something rather anticlimactic.
